1. The Government of the Philippines (GOP) has received a Loanfrom the World Bank toward the cost of Mindanao Rural Development Program II, and it intends to apply part of the proceeds of this Loan to payments under the contract for Construction/Opening of Daan Suyan-Kihan, FMR with identification No. 02-MAL-SAR-08.
2. The Municipality of Malapatan, implementing partner of the Department of Agriculture, now invites sealed Bids from eligible Bidders for the Construction/Opening of 7.14 kilometers farm-to-market road. Completion of the Works is required by Three Hundred Thirty (330) calendar days.
3. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act. Subject to exceptions stated in this Bidding Documents, all Bids will be opened. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The Estimated Project Cost for this project is Twenty Three Million Six Hundred Thousand Pesos (P 23,600,000.00).
4. The documents required in the Eligibility Documents shall be submitted as part of the Technical Documents of the Bidders as provided in the Instructions to Bidders.
5. Interested eligible Bidders may obtain further information from the Bids and Awards Committee and inspect the Bidding Documents at the address given below from 9:00 am to 4:00 pm, Mondays to Fridays.
6. A complete set of Bidding Documents may be purchased by the interested bidders from August 30, 2011 to September 29, 2011 at the address below and upon payment of a nonrefundable fee for the bidding documents in the amount of Php 5,000.00.
7. The Municipality of Malapatan will hold a Pre-Bid Conference open to all Eligible Bidders on September 12, 2011 at 10:00 am at the following address Conference Hall, Municipality of Malapatan, Sarangani Province.
8. Eligible Bidders must submit their Bids at the address below on or before September 30, 2011 at 10:00 am. All Bids must be accompanied by a Bid security in the form of cash, certified (manager’s or cashier’s) check, bank guaranteeand in an amount specified in the bid documents. Late Bids shall not be accepted. Bid opening shall be on September 30, 2011 at 10:00 am.Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 10:00 am on September 30, 2011.
9. The Municipality of Malapatan reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.

The LGU-Malapatan, Sarangani Province, through the approved budget for Calendar Year 2011,intends to apply the sum listed below being the Approved Budget for the Contract (ABC) to payments under the contract listed hereunder. The LGU-Malapatan, Sarangani Province, now invites Bids from eligible Bidders for the Supply of Goods listed above. Delivery of the GOODS is required within 120 days . The description of an eligible Bidder is contained in Section II of the Bidding Documents, ITB. Submission of Letter of Intent to Apply for Eligibility and to Bid and Issuance of the Eligibility Requirements will be at the BAC Secretariat, Malapatan, Sarangani Province, on May 6 – June 6, 2011, from 8:00 A.M. to 5:00 P.M.
Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted to Filipino citizen/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only bids from bidders who pass the eligibility check will be opened.
The process for the eligibility check is described in Section 11 of the Bidding Documents, ITB. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

A complete set of Bidding Documents may be purchased by interested Bidders from the above-stated address and upon payment of a non-refundable fee in the amount of 1/10 of 1% of the ABC, but not less than Php50.00. The method of payment will be in form of cash. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.
The LGU-Malapatan will hold a Pre-Bid Conference open to all interested parties on May 23, 2011, 10:00 o’clock in the morning at the Conference Room of the Municipality.
Bids and eligibility requirements must be delivered to the address below on or before June 7, 2011, at 10:00 o’clock in the morning. All` Bids must be accompanied by a Bid security in the form of Cash, Certified Check, Cashier’s/Manager’s Check, Bank Draft, or Irrevocable Letter of Credit, equivalent to 1% of ABC, or Bank Guarantee equivalent to 1 1/2% of the ABC, or Surety Bond equivalent to 2 1/2% of the ABC, or an equivalent amounts in a freely convertible currency. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act. Subject to exceptions stated in this Bidding Documents, all bids will be opened. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project.
